Charley Conkling is a senior vice president of FHA Finance at Walker & Dunlop and is based in Towson, Maryland. In this role, Conkling leads the firm’s FHA underwriting platform, overseeing underwriting, strategic direction, compliance, and production across multifamily and healthcare programs. He has more than 15 years of experience underwriting FHA-insured loans and is an approved MAP underwriter for multifamily programs and a Lean underwriter for healthcare programs.

Throughout his career, Conkling has led underwriting teams and supported FHA production across a wide range of asset classes. He has underwritten or directly overseen more than 100 FHA transactions totaling more than $1.2 billion. His experience includes transactions under each of the MAP loan programs, including Sections 202 refinances, 223(a)(7), 223(f), 223(f) pilots, 231, 241(a), 220, and 221(d)(4), and he has worked across market-rate, mixed-income, and affordable housing. He has been MAP approved since 2013 and Lean approved since 2016.

Conkling earned a bachelor’s degree in economics and political science from the University of North Carolina at Chapel Hill. He serves as vice chair of the Mortgage Bankers Association FHA Committee and previously served as chair of the MBA LIHTC Committee. He is also a former president of the Eastern Lenders Association.
