Frank Cassidy is a senior managing director of FHA Finance | Production at Walker & Dunlop and is based in Philadelphia, Pennsylvania. In this role, he is responsible for advising owners, developers, investors, healthcare operators, and affordable housing sponsors on financing multifamily, affordable housing, seniors housing, and healthcare real estate through FHA/HUD, Fannie Mae, Freddie Mac, bridge financing, and other institutional capital sources. He has more than 15 years of experience and offers clients an unparalleled understanding of HUD underwriting standards, policy priorities, credit culture, and execution, helping them navigate complex transactions and access government-backed financing.
Prior to his current role, Cassidy served as commissioner of the Federal Housing Administration and assistant secretary for housing at the U.S. Department of Housing and Urban Development. Nominated by the President in 2025 and confirmed by the U.S. Senate with bipartisan support, he led HUD’s Office of Housing and the FHA, overseeing a $2 trillion mortgage insurance portfolio serving more than 8 million homeowners, approximately 1.5 million renters, and nearly 4,000 residential healthcare facilities nationwide. He also directed approximately 2,000 employees and managed a $20 billion annual budget while overseeing FHA’s single-family, multifamily, and healthcare mortgage insurance programs, HUD’s Project-Based Rental Assistance portfolio, housing counseling, and manufactured housing programs. During his tenure, he reduced FHA multifamily mortgage insurance premiums to the statutory minimum of .25%, simplified FHA mortgage insurance programs, eliminated the multifamily Green Mortgage Insurance Premium category, and launched the Section 232 Express Lane initiative to accelerate financing for eligible senior housing and healthcare facilities. Before his appointment to HUD, Cassidy served as a senior managing director of FHA Finance Production at Walker & Dunlop. Earlier in his career, he held senior leadership positions with leading commercial real estate finance firms, participating in the origination, underwriting, funding, and asset management of more than $4 billion in commercial real estate financings nationwide.
Cassidy earned a bachelor’s degree in accounting from Saint Joseph’s University. He has been recognized as a Philadelphia Business Journal 40 Under 40 honoree, a GlobeSt. 50 Under 40 honoree, and a Commercial Property Executive Rising Star. He actively supports numerous educational and philanthropic organizations, including Saint Joseph’s University, La Salle College High School, Business Leadership Organized for Catholic Schools (BLOCS), and DeSales University.
